The Regional Connections Opportunities (RCO) report provides insight into where and how transit can succeed in Orange County with respect to ridership goals, development plans, and mobility services. The RCO is a technical assessment of key issues and opportunities for effective transit service, establishing potential metrics and performance criteria for evaluating prospective transit projects, and guiding the development of scenario concepts. 

The RCO incorporates findings from ongoing projects and studies, elements of which are highlighted as potential near-term opportunities for transit investment. A plan review explores relevant details of recent land-use planning efforts connecting transit planning to local and regional growth visions. 

The RCO is intended primarily as a technical resource.
